Drone Services in Haut-Rhin (68): EuroAirport, Fessenheim, the Canalised Rhine and the Vineyards

No other French département stacks up these airspace constraints: a binational airport whose control zone governs the whole south of the territory, two international borders that stop a flight dead a few hundred metres from take-off, and a permanent no-fly zone above a nuclear plant that has been shut down since 2020. On top of that sits a rare economic density: 770,738 residents across 3,525 km², a car plant employing more than 5,000 people in Mulhouse, France's largest chemical platform at Chalampé, a fully canalised river with double locks, 8,900 hectares of vineyards including 37 grands crus, and a closed mining basin whose subsoil remains under watch. This départemental guide sets out what those features change in practice for a professional drone mission: who authorises what, within what lead time, and at what price. A dense département squeezed between the Rhine and the Vosges ridge

Haut-Rhin fits into 3,525 km² — one of mainland France's smallest départements outside the Paris ring — with 366 communes and 770,738 residents in 2023, a density of around 219 inhabitants per square kilometre, twice the national average. Four arrondissements structure it: Mulhouse, Colmar-Ribeauvillé, Thann-Guebwiller and Altkirch. Mulhouse, the economic capital, has 104,978 residents on just 22.18 km² — 4,733 inhabitants per square kilometre, a big-city density — and its urban unit reaches 246,660. Colmar, the administrative seat, has 66,970; then come Saint-Louis (22,805), Wittenheim (15,553) and Illzach (14,923).

That density is the first input for a drone mission in the 68, ahead of air rules themselves. The département reads as north-south bands some twenty kilometres wide: the Rhine plain to the east, industrial and canalised; the vineyard foothills in the middle, in narrow slopes; the Vosges massif to the west, forested and steep. You move from one context to the next in fifteen minutes' drive, and the flight framework changes with it. On the plain, the obstacle is aviation and industry; on the foothills, it is the tight village fabric and steeply sloping plots; in the mountains, it is weather, relief and the regulatory protection of habitats.

The Ballons des Vosges regional nature park, created on 5 June 1989, alone covers 2,947 km² and 201 communes across four départements (Haut-Rhin, Vosges, Haute-Saône, Territoire de Belfort). More than thirteen summits there exceed 1,300 metres, with the Grand Ballon peaking at 1,424 metres, and the high pastures, peat bogs and beech-fir forests form sensitive habitats where the usefulness of a flight has to be demonstrated before it is allowed. The Vosges forest is also hit by the bark beetle crisis affecting the whole north-east quarter of France: more than 110,000 hectares of spruce and fir stands were affected by the end of 2024. One orientation point, because it comes up often in enquiries: Haut-Koenigsbourg castle is not in Haut-Rhin. It stands in the commune of Orschwiller, in Bas-Rhin (67), even though it is visible from almost the whole Colmar plain. A request to fly over it goes to the 67's contacts, not the 68's. EuroAirport: a binational airport governing the whole south of the département

This is Haut-Rhin's hard constraint, and it has no equivalent anywhere else in France. EuroAirport Basel-Mulhouse-Freiburg (IATA codes BSL, MLH and EAP; ICAO code LFSB on the French side, LSZM on the Swiss side) is the only binational airport in the world: a Franco-Swiss public body, sited on French soil in the communes of Saint-Louis, Hésingue and Blotzheim, run by a board of eight French members, eight Swiss members and two German representatives in an advisory role. With more than 9.6 million passengers in 2025, it is the Grand Est's leading airport and France's sixth busiest.

What that imposes on a remote pilot is very concrete. The control zone (CTR) is class D airspace starting at ground level: there is no "free" lower layer in which a drone could operate without coordinating, contrary to a common belief. Any professional mission inside that perimeter goes through a prior request to the operator, which uses the CLEARANCE platform to process drone flight requests inside its control zone. The reply sets a time window, a ceiling, and sometimes a requirement to stay contactable during the flight. A second, even rarer feature: because the border is so close, several portions of Swiss and German airspace are delegated to Basel-Mulhouse control. In other words, you can find yourself under a control authority that is not that of the country you are standing in. Two further platforms complete the picture. Colmar-Houssen aerodrome (ICAO LFGA, IATA CMR), one kilometre north of Colmar in the commune of Houssen, has a 1,610 × 30 metre paved runway and a 950 × 80 metre grass strip: it is the first item to check for most missions around Colmar, including the business parks north of the town. Mulhouse-Habsheim aerodrome (ICAO LFGB), six kilometres east of Mulhouse across Habsheim and Rixheim, hosts light and recreational aviation: it governs the eastern approaches to the Mulhouse conurbation, precisely where the logistics estates and the canal are. Finally, the former air base 132 at Colmar-Meyenheim has not been an air force base since 2010, but the site has not returned to civilian use for all that: renamed Quartier Colonel-Dio, it has hosted the Régiment de marche du Tchad since 1 July 2010. It is an active military site, with everything that implies in terms of prior agreement.

One last point, specific to the 68 and routinely underestimated: the border. The Rhine forms the boundary with Germany along the whole length of the département, and the Basel conurbation begins a few hundred metres from Saint-Louis. A flight stops at the border: once the line is crossed, the neighbouring country's rules apply, with separate operator registration on the Swiss side — Switzerland has applied the European regulation since 1 January 2023 but is not an EU member. In practice you do not play with the margin: you move the take-off point, bound the flight volume and mark it out on site before the first sortie.

Fessenheim: the no-fly zone remains, dismantling begins

This is the most common confusion in the département. The two Fessenheim reactors stopped generating in 2020 — the first French nuclear plant to be permanently shut down — and many conclude that the sky above the site has reopened. It has not. The prohibited area LF-P 36 Fessenheim, created by an order of 3 March 2010, still appears in the French aeronautical information publication: it is permanently active, from the surface up to 4,000 feet, and entry is forbidden outside a strictly listed set of exceptions — IFR flights cleared by air traffic services, defence, gendarmerie, police or customs aircraft, aircraft operating for EDF or civil protection, or an authorisation obtained with at least 48 hours' notice. And the site is not winding down: it is changing trade. EDF reports having completed around 98% of pre-dismantling, and decree no. 2026-336 of 1 May 2026 now prescribes the dismantling of basic nuclear installation no. 75, to be completed by 30 June 2048 at the latest. In parallel, EDF confirmed in July 2025 that a Technocentre for recycling very low-level radioactive metals would be built there: €450 million of investment, around 200 skilled jobs, and a treatment capacity aimed at some 500,000 tonnes of metal from dismantling across the French fleet. The announced schedule runs studies and public consultation through 2026, the environmental permit application at the end of 2026, construction from 2027 and commissioning in 2031.

For a contractor or a local authority in the area, the practical consequence is twofold. First, the immediate surroundings of the plant remain out of reach for a drone without a heavy procedure: a roof inspection in the village of Fessenheim, a riverbank survey or construction monitoring nearby are prepared by first checking the exact geometry of the zone at the address, then, if needed, filing a long-notice request. Second, a programme of that scale will generate standard, lasting needs for construction progress monitoring for the successful contractors — earthworks, platforms, new buildings — but those services are delivered outside the prohibited perimeter or under a protocol with the nuclear operator, never as free flying. That is the line to hold in a quote: state up front what is feasible in the open category, what requires an authorisation, and what will not happen at all.

The canalised Rhine: four double locks, four power stations and France's third inland port

Along the département's eastern edge, the Rhine is no longer a free-flowing river: it is a structure. The Grand Canal d'Alsace, 52 kilometres long, lines up four EDF-operated schemes, each combining a hydroelectric power station and a double lock: Kembs (commissioned in 1932), Ottmarsheim (1952), Fessenheim (1956) and Vogelgrun (1959). The Kembs locks, with their two 185-metre chambers, pass close to 15,000 vessels a year, and the Rhine hydraulic control centre is based on that same site. It is a concentration of concrete structures, steel gates, lock walls, walkways and valves that no other French département offers over such a short distance.

Drones have a documented use there. A study by G. Buffi, P. Manciola, S. Grassi, M. Barberini and A. Gambi, published in 2017 in Geomatics, Natural Hazards and Risk, compares drone photogrammetry with traditional topographic techniques on the Ridracoli dam and shows that close-range aerial imaging solves the central problem of such structures: the vertical faces, almost impossible to cover properly from the ground or from the crest (see the study on Google Scholar). Transposed to the Alsatian Rhine, this yields very concrete deliverables: a point cloud and orthophoto of a lock wall before a repair campaign, a dated record of faces and joints, mapping of spalling and exposed reinforcement, and a geometric survey before works. The logistics side comes with it. The Ports of Mulhouse-Rhin — Ottmarsheim, Huningue/Village-Neuf and Île-Napoléon — form France's third inland port after Paris and Strasbourg. Their river traffic stood at 3.8 million tonnes in 2025, down 3% year on year, while rail traffic fell 15% to 465,000 tonnes. A tight market does not remove operational needs — quite the opposite: bulk stockpile volumetrics, condition of yards and tracks, warehouse roof checks, and container inventory at a terminal to firm up a declared stock. One site-specific methodological point: at Ottmarsheim as at Huningue, the opposite bank is German or Swiss — the flight plan must treat the border as a hard limit, on a par with a physical obstacle.

The vineyards: 37 hillside grands crus and a mandatory fight against flavescence dorée

The Alsace vineyard covers around 15,500 hectares across 119 communes, of which nearly 8,900 hectares lie in Haut-Rhin: the southern half of the vineyard holds the majority of the area and, above all, of the classified terroirs. Of Alsace's 51 grands crus, spread over 47 communes, 37 are in the 68. Yet the Alsace Grand Cru appellation accounts for only around 850 hectares and roughly 4% of production: these are named sites of 3 to 80 hectares, often steeply sloping on the sub-Vosges hills, finely divided and edged by low walls. The wine route, laid out in May 1953, runs through them over 170 kilometres.

That plot structure is exactly where aerial mapping adds the most, and where it is hardest to carry out: small units, marked slopes, tight rows, and soil often visible between the vines. Alsace's real plant-health specificity in 2026 is not downy mildew. Crop protection reviews report nil to low mildew pressure in Alsace in both 2025 and 2026, with plant health described as excellent — and an exceptionally early 2026 vintage, with harvest opening on 17 August. It is flavescence dorée that shapes the regulatory calendar. The Haut-Rhin vineyard has seen successive outbreaks: Turckheim in 2016, Bergholtz-Zell in 2019, Colmar in 2021, Soultz–Wuenheim–Hartmannswiller in 2023, and a perimeter around Kaysersberg still being delineated. The 2026 control orders were published in the Grand Est regional prefecture's official record on 17 April 2026: they require scouting, uprooting and destruction of symptomatic vines and impose planting-material obligations, without requiring insecticide treatment in the Alsatian perimeters.

This is exactly where a drone fits into assisted scouting. A study by J. Albetis, S. Duthoit, F. Guttler, A. Jacquin, M. Goulard, H. Poilvé, J.-B. Féret and G. Dedieu, published in 2017 in Remote Sensing, tested the detection of flavescence dorée from drone multispectral imagery across four vineyards: results were good on red varieties, markedly less conclusive on white ones, yet the authors conclude that operational mapping remains feasible despite misclassification (see the study on Google Scholar). That nuance matters in Alsace, a vineyard dominated by white varieties: here the drone serves to direct on-foot scouting towards suspect areas within a control perimeter, not to deliver a diagnosis. Industry, brownfields and post-mining: Stellantis, Chalampé, DMC and the potash basin

Haut-Rhin remains a factory département, with two nationally significant sites. The Stellantis plant in Mulhouse employs around 5,700 permanent staff and 750 agency workers, and builds the Peugeot 308, Peugeot 408 and DS 7. Its future became clearer recently: a €1 billion investment was approved on 2 June 2026 by group chief executive Antonio Filosa, to build three electrified C-segment models on the STLA One platform there from 2029. Twenty kilometres away, the Chalampé chemical platform hosts Butachimie, the world's largest producer of adiponitrile with about 30% of global output, the only European producer, and a producer of hexamethylenediamine since 1992: the two building blocks of nylon 6.6.

On such sites, a drone mission is never simply a photo shoot. Columns, pipe racks, flares, cooling towers, explosive-atmosphere zones, trade secrecy: everything is settled beforehand in a prevention plan. The département also holds a substantial stock of disused industrial buildings, and that is a market in itself. The DMC quarter in Mulhouse — the former Dollfus-Mieg et Compagnie mill, founded in 1746 — has been the subject since 2007 of a redevelopment led by the city and the conurbation authority across some 13 hectares and 110,000 m² of industrial buildings; the Motoco collective alone occupies 8,500 m² of building 75. Then there is post-mining, which clearly sets the 68 apart from other wine départements. The Alsace potash mines were worked from 1904 to 2002, over concessions covering 33 communes and 222 km² north-west of Mulhouse; the last extraction took place at the Amélie mine in Wittelsheim on 24 October 2002. What remains are spoil heaps, pit yards converted into retail parks or housing, and landmark structures such as the Théodore shaft headframe at Wittenheim, 65 metres tall and listed as a historic monument on 17 August 1995. The subsoil, meanwhile, is still monitored: state services publish hazard notices on ground movement linked to shafts and spoil heaps, and the Stocamine site at Wittelsheim — around 42,000 tonnes of ultimate industrial waste stored 500 metres underground — remains the subject of a heated public debate: the government confirmed on 19 September 2023 permanent confinement without further removal, a decision still contested by local elected officials and campaign groups in 2026. Finally, the historic built fabric: Colmar is a site patrimonial remarquable — the regime introduced by the law of 7 July 2016 that replaced the former protected sectors — with more than 40 historic monuments in the town centre and a very tight fabric of half-timbered houses. A study by A. Murtiyoso and P. Grussenmeyer, of the photogrammetry and geomatics group at INSA Strasbourg, published in 2017 in The Photogrammetric Record, analyses the documentation of heritage buildings from close-range drone imagery and underlines the specific contribution of aerial work: reaching roofs, upper sections and the backs of features that no ground-based shot covers properly (see the study on Google Scholar). Method, flight framework and prices observed in 2026

A mission in Haut-Rhin always follows the same sequence, but with two checks you do not make elsewhere. Zone analysis at the exact address: position relative to the EuroAirport control zone, to Colmar-Houssen (LFGA) and Mulhouse-Habsheim (LFGB) aerodromes, to the military site at Meyenheim, to the LF-P 36 prohibited area at Fessenheim, and — a check specific to the 68 — distance to the German or Swiss border. Choice of regulatory framework: an agricultural or industrial flight in open country usually falls under the open category, whereas a flight inside the control zone, over public space in Colmar or Mulhouse, or close to a sensitive site requires an authorisation processed in advance. Preparation with the site: prevention plan and site badge at a factory, written agreement from the grower or forest owner, a protocol with the structure's manager on the Rhine, a request filed with the aerodrome operator. Then flight, processing, delivery. The regulatory information on this page reflects the rules in force in September 2026; temporary restrictions published by NOTAM are re-checked the day before the flight.

Three limits, stated plainly. A drone flies neither in strong wind nor in sustained rain: on the Rhine plain as on the Vosges ridges, a fallback date must be in the contract from the order stage. It replaces neither the chartered surveyor for a legally binding survey nor the close-up examination by a heritage architect, a structures engineer or a maintenance technician: it documents, measures and prioritises, it does not certify. And it never removes the need for prior agreements — airport operator, military authority, structure manager, safety officer, grower — which govern feasibility just as much as air rules do. In Haut-Rhin more than anywhere, an honest quote prices those steps rather than passing over them. Frequently asked questions

Can a professional drone fly at Saint-Louis or Blotzheim, inside the EuroAirport control zone?

Yes, but never without prior authorisation. The Basel-Mulhouse control zone is class D airspace starting at ground level: there is no "free" altitude band beneath which a drone could operate without coordinating. In practice, a flight at Saint-Louis, Hésingue, Blotzheim or in the nearby Sundgau requires a request filed in advance with the operator, which uses the CLEARANCE platform to process professional drone flight requests inside its control zone. The reply sets a time window, a maximum height and sometimes an obligation to monitor the radio or to phone the tower. Allow several working days, and expect that a request may be refused on a busy slot: EuroAirport handled more than 9.6 million passengers in 2025.

Now that the Fessenheim plant is shut down, has the no-fly zone been lifted?

No. The prohibited area LF-P 36 Fessenheim, created by an order of 3 March 2010, is still published in the French aeronautical information publication: it remains permanently active, up to 4,000 feet, and entry is forbidden apart from tightly framed exceptions (cleared IFR flights, defence, gendarmerie, customs or civil-protection aircraft, or an authorisation obtained with at least 48 hours' notice). The 2020 reactor shutdown changed nothing about that status, and the site is in fact entering a long industrial phase: the decree of 1 May 2026 prescribes the dismantling operations, to be completed by 30 June 2048 at the latest. A nearby job, in Fessenheim village or on the riverbank, is therefore prepared as if the plant were still generating.

Can a drone cross the German or Swiss border during a flight?

No. A flight stops at the border, and that is a far more concrete operational limit than it sounds: in Haut-Rhin the Rhine itself is the German border, and the Basel conurbation starts a few hundred metres from Saint-Louis. As soon as the aircraft crosses the line, the law of the overflown state applies — registration, local authorisations, insurance. Switzerland has applied the European drone regulation since 1 January 2023, but it is not an EU member: operator registration there is separate from the French one, and Swiss insurance requirements must be checked independently. In practice, you define a flight volume with a clear margin from the border, mark it out on the ground before take-off, and move the take-off point rather than relying on piloting to hold the line in an easterly wind.
