Drone Services in Sarthe (72): the 24 Hours Circuit, Le Mans Industry, Loué Poultry and the Bercé Forest
Say "Sarthe" and people answer "24 Hours". That is true for two weeks a year — and those are precisely the weeks when a drone has almost no chance of flying anywhere near Le Mans. The rest of the year the département is something else entirely: a 69-hectare automotive chassis plant, the sole tractor factory of a German group, the historic head office of a national insurer, France's largest poultry group headquartered at Sablé-sur-Sarthe, a Roman city wall listed since 1862, 5,415 hectares of oak high forest in the south, and two rivers meeting at the foot of the old town. This départemental guide sets out what a drone concretely delivers to those clients, what is legally impossible to film at the circuit, and how prices are built. The Sarthe in figures: one large conurbation, a lot of livestock and industry
The Sarthe covers 6,206 km² across 352 communes in three arrondissements, and had 566,733 residents in 2023, a density of 91 inhabitants per square kilometre — below the mainland average of 107.6. The département's distinctive feature is its concentration: the Le Mans urban area alone accounts for around 370,000 people, or 65% of the departmental population. Outside the prefecture, only La Flèche, Sablé-sur-Sarthe and Allonnes exceed 10,000 inhabitants. For a service provider that changes everything: professional demand is overwhelmingly concentrated around Le Mans, and the rest of the département is worked in tours.
Three motorways structure the territory: the A11 "L'Océane" from Paris towards Angers and Nantes, the A81 towards Rennes via Laval, and the A28 running down from Abbeville towards Tours. To these is added the LGV Bretagne-Pays de la Loire high-speed line, opened on 2 July 2017, whose new alignment starts at Connerré, east of Le Mans. Le Mans is thus one of the few departmental capitals within an hour of Paris by train while remaining in a rural setting: a configuration that attracts corporate head offices and logistics.
Relief is gentle and forest cover is significant in the south. The city grew at the confluence of the Sarthe and the Huisne, with the Loir joining the Sarthe further downstream: three valleys that shape urban form, farming and, as we shall see, risk. Finally, the Sarthe is above all livestock country: the 2020 agricultural census counted 4,260 farms working 366,000 hectares, an average farm area of 86 hectares, with agricultural land covering 63% of the département. Cattle farming dominates, with strong poultry and pig production, and a food-processing sector employing more than 9,400 people, mainly in meat.
The 24 Hours circuit, the Bugatti circuit and airspace: what a provider can genuinely film
Let us start with the subject we are asked about most, and on which we need to be blunt. The 24 Hours circuit is 13.626 km long in race configuration. It is a semi-permanent layout: it combines private sections with public roads open to traffic for the rest of the year. The legendary Mulsanne (Hunaudières) straight, more than 5.5 km from Tertre Rouge to Mulsanne, is the former RN138 reclassified as departmental road 338 in 2006, broken by two chicanes since the 1990 edition; it feeds onto the RD140. Inside the perimeter sits the Bugatti circuit, a permanent 4.185 km eleven-corner track built in 1965 and used all year for track days, testing and private events.
During the event, the airspace closes. For the 2026 edition the arrangement published by SUP AIP included a ZRT activatable on 6 and 7 June for the test days, roughly 16.6 km in diameter centred on Le Mans-Arnage aerodrome; then, for the race itself, a "Circuit Le Mans" ZRT 1 activatable daily from 10 to 15 June, a temporary Le Mans CTR active from 11 to 15 June — in which all drone flights are prohibited unless a protocol is agreed with the operator — and three temporary TMAs reaching FL115, with mandatory avoidance for VFR traffic and suspension of IFR training and aerobatics as far as Angers-Marcé. Breaching a temporary restricted area is a fifth-class offence, and counter-drone detection systems are deployed at the event. This is not a matter of judgement.
The second lock is legal, and it holds even outside the airspace arrangements: article L333-1 of the French Sports Code provides that federations and organisers of sporting events own the exploitation rights, including audiovisual rights, to the events they organise. Without the organiser's authorisation — here the Automobile Club de l'Ouest — a service that does not hold those rights may only capture images distinct from the event itself. A provider promising a client aerial footage of the race would therefore be committing two breaches at once. What remains perfectly feasible, and forms the real local B2B market, sits outside the events and their restrictions: corporate films for the companies located in the business park around the circuit; filming a private track day, a seminar or a trade show held on site, with the manager's written agreement; photogrammetric monitoring of grandstand, paddock and hospitality construction works; roof and cladding inspection of the technical buildings. All these missions are arranged in coordination with Le Mans-Arnage aerodrome (see the FAQ above) and, depending on the period, by checking that no temporary restriction is in force. The Cité Plantagenêt and the Roman wall: surveying a 1,300-metre rampart
Le Mans owns a heritage object few French cities can claim: its Gallo-Roman city wall, built at the end of the 3rd century around ancient Vindunum, listed as a historic monument since 1862 and a candidate for UNESCO World Heritage status since 2016. The original perimeter reached about 1,300 metres; some 500 metres of perfectly legible curtain wall and 11 of the original 26 towers survive today. Its brick-and-roussard-stone bonding set in pink mortar earned it the nickname "red city", and it is regularly cited, alongside those of Rome and Constantinople, among the best-preserved Late Empire walls in Europe. Above it spreads the Cité Plantagenêt, an old quarter of cobbled lanes and timber-framed houses.
This is a textbook application of aerial photogrammetry, and published work exists on comparable objects. A study by P. Azzola, A. Cardaci, G. Mirabella Roberti and V. M. Nannei, published in 2019 in the International Archives of the Photogrammetry, Remote Sensing and Spatial Information Sciences, covers the drone survey of the UNESCO-listed Venetian walls of Bergamo: it concludes that drone photogrammetry suits an extended defensive structure because a single campaign gathers the geometric, material and deterioration information needed for a maintenance programme, while flagging the genuine difficulty of close-range imaging of near-vertical faces in an urban setting (see the study on Google Scholar). Transposed to Le Mans, the message is twofold: the drone is the right tool to produce a dated, measurable record of the whole rampart, but the campaign must be prepared seriously, with short flight lines and high overlap.
In practice, the deliverables a heritage department or an architect asks for are a facing orthophoto tower by tower, a textured 3D model serving as a benchmark for the next campaign, and a defect survey — open joints, root growth, flaking roussard stone, historic repairs. Two constraints dominate here. The first is the built-up area: the curtain walls overlook narrow streets and a busy quayside, with uninvolved people on the ground at all times; the framework for flying over public space changed on 1 January 2026, as explained in our guide to flying over public space in French built-up areas, without ever removing the need for the monument manager's agreement. Chassis, tractors and insurance: the industrial and service fabric of Le Mans
Industry in the Sarthe is not scenery: it is the core of local B2B demand, and it is heavier than people assume. The Renault ACI plant in Le Mans, in service since 1920, covers 69 hectares and employs 1,800 people including 280 engineers; it designs and builds chassis and running-gear components for the Renault group and the Alliance, with hiring announced for 2026. A site of that size, straddling old workshops and recent lines, accumulates tens of thousands of square metres of roofing, technical services at roof level and regular extensions: it is the archetypal client who buys a dated roof plan rather than a handsome image.
A few kilometres away, Claas Tractor runs the former Renault Agriculture plant, taken over in February 2003: it is the German group's sole tractor production site, with around 850 employees, some 10,000 tractors a year of which roughly 75% are exported, close to 200,000 machines built and more than €80 million invested over twenty years. A new 3,800 m² "multimodal" building, intended to bring logistics back in-house and expand parts storage, is expected by the end of 2026: precisely the kind of project where a monthly pass yields a dated orthophoto, earthworks measurements and a photographic record that stands up between contractors, as described in our guide to drone construction progress monitoring.
Le Mans is also an insurance town. MMA, formerly Mutuelles du Mans Assurances, keeps its head office there, on a large campus in the Californie district south of the city; the brand is one of the three components of Covéa alongside MAAF and GMF, and employs around 7,500 people in France across a network of some 1,600 agencies. Around these anchors sits a fabric of mechanical subcontracting and plastics processing, present in Le Mans as well as at Sablé-sur-Sarthe and along the Sarthe valley. On all these sites one principle is not negotiable: line confidentiality, coactivity with maintenance, badges and safety induction are settled before the quote, never on the morning of the flight.
Loué, LDC and Bel: the poultry sector and food industry of the southern Sarthe
This is the département's most structuring sector, and the least known to the general public. The story begins on 30 August 1958, at the agricultural fair in Loué, where six farmers joined forces to save the local free-range chicken: the origin of the Fermiers de Loué cooperative, which obtained its Label Rouge in 1966. Today it means more than 1,000 farmers and 28 million birds, around 3% of national output. At Sablé-sur-Sarthe, the LDC group — created in 1970 through the merger of the Lambert family of Sablé and the Dodard-Chancereul family of Saint-Denis-d'Anjou — has its head office: €7.2 billion in turnover in 2025-2026, more than 26% of it from exports and international operations, over 28,300 employees and more than 130 production sites across France and Europe, behind the Loué, Le Gaulois, Maître Coq and Marie brands.
In the same town, the Bel cheese group's plant, opened in 1964 on twelve hectares, employs more than 600 people and turns out over 40,000 tonnes of cheese a year — Kiri, Mini Babybel, Port-Salut, Cantadou. The site is changing fast: production of the large Babybel was stopped at the end of 2025, and a €60 million investment is funding a second Mini Babybel line, with works started in November 2025 for commissioning at the end of 2026 and around 300 hires announced in the Sarthe. Within a few square kilometres, Sablé-sur-Sarthe therefore combines a listed group's head office, a food plant under construction and a high-speed rail connection: a concentrate of aerial needs.
Drone uses here are very specific. On a poultry farm, the key advantage is not having to cross the biosecurity airlock: the condition of buildings, feed silos, outdoor ranges and surroundings is assessed without breaking the sanitary chain — a subject covered in detail in our guide to drone-based poultry biosecurity, including the precautions required during avian influenza episodes, when disturbing the birds becomes a genuine risk. On the factory side, two services recur. The overhead hygiene audit, which inspects roof structures, ducts and light fittings inside production halls to prevent foreign bodies falling into the lines — a requirement of quality standards, described in our guide to the overhead hygiene audit in food plants. Bercé, the high-speed line and the rivers: forestry, rail and flood risk
The south of the département is home to the Bercé state forest: 5,415 hectares, awarded the "Forêt d'Exception®" label on 18 March 2017, of which around two thirds are sessile oak high forest — the famous "cathedral stands", among the most highly regarded in Europe and sought after for stave wood and slicing veneer. Two thirds of the stand is broadleaved (sessile oak, beech, birch), and the French forestry office has begun a process to have oak silviculture recognised as intangible cultural heritage.
On this kind of stand, the drone is no gadget. A study by M. Miraki, H. Sohrabi, P. Fatehi and M. Kneubuehler, published in 2021 in Ecological Informatics, evaluates automatic crown delineation from high-resolution drone imagery and structure-from-motion canopy height models in broadleaf forest: it shows the approach is usable for tree-level inventory, while recalling that the interlocking crowns of broadleaves remain the hardest case (see the study on Google Scholar). The LGV Bretagne-Pays de la Loire, opened on 2 July 2017, crosses the département over 74.5 km — the longest of the three departmental sections, ahead of Mayenne (59 km) and Ille-et-Vilaine (48.5 km). The scheme comprises 182 km of new line between Connerré and Cesson-Sévigné, 32 km of connecting links, and 240 engineering structures including 11 viaducts. Infrastructure of that length creates a permanent need to manage the corridor: mapping vegetation alongside the tracks identifies trees liable to fall onto the formation before they do. Then there is water. Le Mans grew at the confluence of the Sarthe and the Huisne, with the Loir joining the Sarthe further downstream; the conurbation suffered major floods in 1966 and 1995. The flood risk prevention plan for the Le Mans conurbation, approved by prefectural order of 20 December 2019, governs overflow of the Sarthe and the Huisne across seven communes: Allonnes, Arnage, La Chapelle-Saint-Aubin, Coulaines, Le Mans, Saint-Pavace and Yvré-l'Évêque; the Loir valley has its own plan. Langhammer and T. Vackova, published in 2018 in Pure and Applied Geophysics, formalises this use: by fusing the digital elevation model and the orthoimage produced by a single drone flight, it achieves object-based segmentation of fluvial forms and objective detection of the geomorphic effects of a flood in the channel and on the floodplain (see the study on Google Scholar). The same data serve upstream, through drone surveying and photogrammetry, to model a bank or a structure before works.
Method, flight framework and prices
A mission in the Sarthe always follows the same sequence. Zone analysis at the exact address: proximity to Le Mans-Arnage aerodrome (LFRM) or La Flèche - Thorée-les-Pins (LFAL, restricted use), the circuit perimeter, the Le Mans built-up area, railway land, and above all temporary restrictions published by NOTAM or SUP AIP — a non-negotiable point in the first half of the year, when the 24 Hours arrangement closes a radius of several kilometres around Arnage for around ten days in June. Choice of regulatory framework: most agricultural, forestry or industrial flights in rural areas fall under the open category, while a flight over public space in the Cité Plantagenêt or close to uninvolved people falls under a stricter framework. Preparation with the site: prevention plan and badges in a factory, the manager's agreement for a monument, written authorisation from the farmer or forest owner, coordination with the aerodrome operator. Then flight, processing and delivery. The regulatory information on this page reflects the rules in force in September 2026; temporary restrictions are re-checked the day before the flight.

Four limits to keep in mind. The drone replaces neither the chartered surveyor for a legally binding survey nor the close-up examination by a heritage architect or maintenance technician: it guides and documents, it does not certify. It flies neither in strong wind nor in sustained rain: a fallback date is planned from the order stage. It never removes the need for prior agreements — aerodrome operator, monument manager, site safety officer, railway infrastructure manager, farmer. And it does not allow exploitation rights to be circumvented: for anything touching a sporting event, the organiser's authorisation governs commercial use of the footage just as much as air rules govern the flight. Frequently asked questions
Can a drone film the Le Mans 24 Hours?
No, and two independent obstacles stack up. The first is airspace: a large temporary structure is published every year by SUP AIP. For the 2026 edition a "Circuit Le Mans" temporary restricted area (ZRT) could be activated daily from 10 to 15 June, alongside a temporary Le Mans CTR active from 11 to 15 June in which all drone flights are banned unless a protocol is agreed with the operator, plus three temporary TMAs reaching up to FL115. Breaching a temporary restricted area is a fifth-class offence under French law. The second obstacle is legal and applies even with clear airspace: article L333-1 of the French Sports Code makes the organiser the owner of the exploitation rights, including audiovisual rights, to the event. Without the express authorisation of the Automobile Club de l'Ouest, a service that does not hold those rights may only capture images distinct from the event itself. In other words: even footage that is perfectly lawful from an air-navigation standpoint would not be commercially usable.
Is authorisation needed to fly near Le Mans-Arnage aerodrome?
Yes, and you need to know who to ask. Le Mans-Arnage (ICAO code LFRM) is a category C aerodrome open to VFR and IFR traffic by day and night, with a 1,420 m paved runway and a 970 m grass strip, and no scheduled commercial service. It operates under AFIS: the service provides flight information but issues no control clearance — which in no way removes the need to coordinate. Since 1 January 2025 the operator has been Edeis, under a public service delegation: it is therefore the point of contact for any mission in the immediate vicinity of the field, roughly 7 km south of Le Mans in the commune of Arnage. In practice, an industrial inspection in the southern part of the conurbation is prepared with the aerodrome as much as with the site itself.
Can a drone fly over the Roman city wall in Le Mans?
Not freely, but it is feasible within a framework arranged in advance. The Gallo-Roman wall has been a listed historic monument since 1862 and is publicly owned: a technical survey requires the manager's agreement — the City of Le Mans — and coordination with the regional heritage conservation service. On top of that comes the urban constraint, decisive here: the curtain walls overlook the narrow lanes of the Cité Plantagenêt and the Sarthe quayside, with uninvolved people on the ground at all times. Flying over public space in a built-up area falls under a framework that changed on 1 January 2026 and requires a genuinely enforced exclusion zone, hence an early-morning slot and municipal agreement. On this kind of structure the hardest constraint is not actually the authorisation: it is close-range imaging of near-vertical facing stones inside a narrow built corridor, which forces short flight lines and heavy overlap.
