Low Carbon Label for forests: what drone monitoring adds to the carbon-stock audit, price
Planting trees to sell carbon credits is not, by itself, enough to secure financing: the Low Carbon Label (Label Bas Carbone), France's voluntary climate-certification framework created by the State in 2018, ties the actual number of credits delivered to an independent audit carried out five years after planting, followed by a thirty-year commitment on the plot. In between, the project holder — local authority, forest owner, forestry cooperative — must document the stand's development every year. A drone survey repeated over time is not meant to replace the method's official protocol, which remains based on sample plots and allometric equations; but it does add a useful piece to the file: an exhaustive map of the plot, comparable from one campaign to the next, that evidences growth and flags mortality zones early. The Low Carbon Label: a State-run voluntary market, distinct from mandatory carbon accounting
The Low Carbon Label (Label Bas Carbone, LBC) was created by Decree n° 2018-1043 of 28 November 2018: it is the first French State-backed voluntary climate-certification framework, financially valuing emission-reduction or carbon-sequestration projects carried out on French territory. Its reference framework was updated by an order of 5 September 2025. Unlike the mandatory corporate GHG report (BEGES), due every four years for companies with more than 500 employees and detailed in our guide to corporate carbon accounting, the Low Carbon Label is a voluntary scheme: a project holder — local authority, forest owner, forestry cooperative — commits to a specific action and sells the resulting carbon credits to companies or local authorities financing its implementation, as a contribution to their climate strategy.
Two forestry methods cover most projects: the Afforestation (Boisement) method, for planting on a plot that has been unforested for at least ten years, and the Reconstitution of degraded forest stands method, for reforestation after a health crisis, a storm or a fire — a frequent case after the bark-beetle outbreaks that hit spruce stands in the Grand Est or Puy-de-Dôme regions. Version 3 of both methods, in force since 1 April 2025, incorporates the French forestry office's (ONF) production tables, requires tree species suited to a changing climate, and clarifies the audit protocol.
What the project holder must prove: annual monitoring and an independent audit at year 5
Committing to an Afforestation or Reconstitution project means accepting two constraints that directly affect the financing obtained. First, a thirty-year commitment period: the project holder must guarantee land control over the plot for that entire span, well beyond the usual duration of a planting operation. Second, an independent audit carried out five years after planting, which sets the final number of carbon credits delivered based on results actually observed on the ground — not merely the forecast written into the initial file. In between, annual reporting is still due: this ongoing monitoring is what lets the auditor confirm the stand is developing along the projected trajectory, rather than discovering a gap at the last moment.
The scheme also covers the reverse risk: should a hazard threaten the permanence of the carbon stock — fire, storm, a new health crisis — the project holder must implement a reconstitution plan to uphold the commitment made, or see its credibility, and that of credits already sold, called into question. Documenting a localised dieback early, before it spreads, therefore becomes as much a financial issue as an ecological one.
What a drone survey adds to the file — and what it doesn't replace
The official audit protocol for an Afforestation or Reconstitution project still relies on ground sample plots and allometric equations, the only methods recognised for estimating the carbon stock under the method's rules. A drone does not replace that protocol; what it documents, however, is the whole plot rather than a sample — something plots can only suggest. A photogrammetric survey produces a digital canopy model whose dominant height correlates with biomass — a finding already demonstrated on broadleaf stands by a study led by Jonathan Lisein and colleagues at Gembloux Agro-Bio Tech, published in 2014 in the Revue Française de Photogrammétrie et de Télédétection (see the study on Google Scholar). On young plantations such as those of a recent Afforestation project, a 2023 study published in Annals of Forest Science by Rocío Juan-Ovejero and co-authors measured, on a five-year-old holm-oak plantation, a strong correlation (R² of 0.78 to 0.89) between crown area, height and biovolume extracted from drone colour imagery on one hand, and ground-measured biomass and carbon stock on the other (see the study on Google Scholar).
In practice, this contribution breaks down into three uses over a project's life: a dated baseline map at planting, useful for evidencing the starting point; comparative annual monitoring that documents the stand's growth for the reporting due each year and builds a track record ahead of the year-5 audit; and early detection of mortality or dieback zones, located across the whole plot rather than inferred by sampling, which allows a reconstitution plan to start before a hazard compromises a significant share of the committed carbon stock.
Who this monitoring is for
Three profiles hold or finance most Low Carbon Label forestry projects. The local authority or inter-municipal body afforesting a disused site, a former quarry or a marginal municipal plot, for whom dated photographic monitoring serves both the labelling file and communication with residents and funders. Flight method and 2026 prices
A typical campaign starts with a baseline map at planting or at the start of a reconstitution project, then repeats every one or two years depending on plot size and project phase — tightening as the year-5 audit approaches. Each pass delivers a dated orthophoto and a georeferenced digital canopy model, comparable with previous campaigns; it is this repeatability that gives the monitoring its value, since a single flight says nothing about change.
