Drone and Vehicle Repair Workshop: ICPE Headings 2930 and 2940, Paint Booth, Roof and Prices

Two thousand square metres of workshop under a profiled steel roof punctured by rooflights nobody can date, a paint booth whose extraction duct exits through that roof and has not been looked at since commissioning, a wash bay whose channel blocks every winter, and a yard filling up with vehicles awaiting assessment, tyre racks and a hazardous waste skip. A car or truck repair workshop is a classified installation under ICPE heading 2930 once it crosses certain thresholds — and most operators find out late that their paint booth falls under that same heading, not under heading 2940 as is often assumed. Most of what the environmental inspectorate will come to look at sits on the roof or in the yard : two places a site manager never sees in full. Here is what an overflight documents, what it absolutely does not replace, and the prices.

Heading 2930: the actual thresholds, and why your paint booth is not a 2940

France's classified installations nomenclature files garages, body shops, dealerships and truck workshops under a single, explicit heading : heading 2930, "Workshops for the repair and maintenance of motor vehicles and engines, including bodywork and panel beating activities". It reads in two limbs, with two very different classification criteria. Limb 1 turns on the workshop floor area : above 5,000 m², the installation falls under registration ; between 2,000 and 5,000 m² inclusive, under declaration with periodic checks. Limb 2 covers the application, baking and drying of varnish, paint and primer on motor vehicles and engines, and is classified on the maximum quantity of product liable to be used : above 100 kg a day, registration ; above 10 kg a day and up to 100 kg a day inclusive, declaration with periodic checks. That second threshold is low : a mid-sized body shop crosses it without any industrial pretension whatsoever.

This is where the most common confusion on such sites sits. Many operators and advisers attach the paint booth to heading 2940, which covers the application, coating, lacquering, lamination, impregnation, baking and drying of varnish, paint, primer, adhesive or filler "on any medium". Yet the wording of 2940 expressly excludes from its scope installations whose activities are classified under some fifteen other headings — and 2930 is named in that exclusion list. In other words : painting a motor vehicle is 2930-2 ; painting anything else is 2940. Heading 2940 keeps its own thresholds, incidentally close ones for spraying (registration above 100 kg a day, declaration with checks above 10 kg a day), with separate limbs for dip processes and for organic resin powders, and a calculation rule applying a coefficient of one half to products with a flash point between 60 °C and 93 °C or containing less than 10 % organic solvent at the point of use. The distinction is not academic : it determines which ministerial order applies and what kind of check is expected.

Two dates frame the current position. Decree n° 2020-559 of 12 May 2020, in force since 15 May 2020, substituted registration for authorisation across both limbs of 2930 and all three limbs of 2940, and removed from 2930 the classification criterion based on annual solvent quantity — a criterion now carried by heading 1978 (installations and activities using organic solvents), created by decree n° 2019-1096 of 28 October 2019, whose declaration-regime requirements are set by the order of 13 December 2019. On the general requirements side for 2930, a declared site falls under the order of 4 June 2004, as amended by the order of 24 September 2009 ; a registered site under the order of 12 May 2020. The drone classifies nothing and substitutes for no regulatory advice ; a georeferenced orthophoto does, however, measure the actual built footprint of a site grown through successive extensions — a useful starting figure when you sit a few hundred square metres from a threshold.

Workshop roof, rooflights and smoke vents: what the overflight lays out

The typical vehicle workshop building is a simple, low, wide volume, roofed in profiled steel sheet or sandwich panels, lit by polycarbonate or PVC rooflights and edged with recessed gutters. Three defects recur site after site. The first concerns the rooflights themselves : clouded and embrittled by ultraviolet, they first lose their daylighting function and then their strength — a serious safety point, since an aged rooflight no longer bears a person's weight. The second concerns penetrations, unusually numerous on this kind of workshop : extraction duct outlets, fans, compressor vents, air conditioning units serving the offices and customer area, and mounting rails for photovoltaic panels added later. Each is a seam liable to leak above a vehicle lift, a customer's car or a parts store. The third concerns the gutters, which leaves, moss and overspray eventually block.

On top of those defects comes a regulatory reading. The order of 12 May 2020 requires buildings housing a registered 2930 installation to have natural smoke and heat exhaust devices at high level, with automatic and manual controls, whose useful opening area may not fall below 2 % of the floor area where that area is under 1,600 m², conformity being presumed for devices meeting standard NF EN 12101-2. A photogrammetric flight produces, in half a day, a complete orthophoto of the roof covering and a dated survey of every vent, its dome, its surroundings and its accessibility : this is the core of our drone roof inspection service. What it is not must be said at once : the functional test of the smoke control system — triggering, actual opening, resetting — is a ground-based check by a qualified technician who operates the equipment, as our guide to roof smoke vents explains. The drone operates nothing : it sees the outward condition, it puts a date on it, it helps set priorities. Nothing more — and that is already what most maintenance files lack.

A word on what the order calls risk localisation (article 4.1) : the operator must identify the parts of the installation liable to cause an incident, and the text expressly lists among high-risk areas workshops handling hydrogen, natural gas, biogas or LPG vehicles, together with workshops handling electric or hybrid vehicles. Many dealerships and body shop networks have added those bays recently, often in an extension or a span reclaimed from storage : a dated orthophoto then serves to document, against the plan, where that zone actually sits and what surrounds it on the roof — a duct, a smoke vent, a solar panel, a plant room.

Booth extraction, bake unit and thermal imaging: what the camera really sees

The paint booth is the most heavily regulated part of the workshop and the least observable from the ground. Its principle is simple : a supply unit blows filtered, heated air into the enclosure, an extraction plenum draws off the air laden with solvent and overspray, filters it, then discharges it through a duct emerging on the roof. The applicable requirements — whatever the regime — demand that emissions be captured at source and channelled, with sampling ports provided, and that ventilation keep the solvent concentration in the booth air below 25 % of the lower explosive limit of the solvent or solvent mixture contained in the paints applied. All of that is checked inside, by measurement. What can be checked from outside, and what nobody looks at, is the upper part of the circuit : corrosion of the duct and its flanges, split insulation cladding, missing clamps, loosened supports, a cowl or damper fouled with paint residue, overspray deposits on nearby trays and panels, the tidiness of the roof around the outlet. What comes out of there is well documented. A study by M. Y. Song and H. Chun, published in 2021 in Scientific Reports, characterised the volatile organic compounds emitted by an auto-repair painting workshop : 24 to 35 species detected depending on the configuration, dominated by butyl acetate, toluene, ethylbenzene and xylenes, with markedly higher aromatic concentrations for solvent-borne than for water-borne paints — m,p-xylene rising, for instance, from 389 to 1,789 ppb (see the study on Google Scholar). On the human exposure side, a study by Michael P. Wilson, S. Katharine Hammond, Mark Nicas and Alan E. Hubbard, published in 2007 in the Journal of Occupational and Environmental Hygiene, tracked 1,238 continuous total-VOC measurements across 26 repair technician tasks and recorded a mean breathing-zone pulse of 394 mg/m³ within one minute of the start of solvent spraying : exposure is episodic and comes in bursts, which an eight-hour average represents poorly (see the study on Google Scholar). Those measurements are taken on the ground, indoors, by sampling : none of them is replaced by a flight.

The onboard thermal camera, for its part, has a clear but bounded field of action. It does not detect compressed air leaks, whose signature is acoustic rather than thermal, and it dispenses with no periodic inspection of electrical installations, required by the heading's general provisions and carried out by a competent body or person. A review by Seyed Amirhossein Saei Marand, Milad Mahmoodzadeh and Phalguni Mukhopadhyaya, published in 2026 in Energies, sets out the underlying limit of drone thermography applied to buildings : in dynamic measurement there is no standardised procedure for determining emissivity and reflected apparent temperature, which currently restricts quantitative use of the method and confines it largely to comparative, qualitative reading (see the study on Google Scholar).

Wash bay, bunds and outdoor storage: preparing for an inspection visit

At a repair workshop, what triggers a comment from the inspectorate rarely concerns the process and almost always the yard. The general requirements for heading 2930, under both regimes, revolve around the same points : impermeable, non-combustible floors on working areas, bunding capacity for hazardous product storage — sized, under the registration regime, on the greater of 100 % of the largest vessel's capacity and 50 % of total capacity — and a separative collection network isolating water liable to be polluted, including wash water, from clean rainwater. For a registered installation, siting rules are added : the order of 12 May 2020 requires a minimum distance of 15 metres from the property boundaries and more than 20 metres from dwellings and public-access buildings, and prohibits the installation above or below premises inhabited or occupied by third parties.

An overflight documents these points precisely, and better than a walk-round does, because it sees them all at once : the condition and cover of the wash bay, the clutter in its channel and the presence of the oil separator chamber, run-off traces leading from a working area onto bare ground or into a stormwater gully, a persistent iridescent puddle at a low point, an overflowing bund or one turned into a storage shelf, the actual cover over storage areas meant to be sheltered. It also documents the outdoor storage that establishes itself without any decision : racks and stacks of tyres whose footprint and volume can be measured — the subject is covered for large facilities in our guide to used tyre storage facilities — trays of removed batteries, waste oil drums, hazardous waste skips, aboveground tanks and their vents, pallets of bumpers and plastic parts pushed up against a wall. None of these observations amounts to an analysis : only a sample at the separator outlet measures a concentration. They direct a check and they put a date on it — which, a few weeks before an announced visit, beats a formal notice after the fact.

The last figure the overflight produces is the most mundane and the most argued over internally : the vehicle yard. At a dealership, a body shop network or a truck workshop, the yard mixes customer vehicles awaiting parts, vehicles awaiting an insurance assessment, courtesy cars, used stock in preparation and sometimes write-offs awaiting collection. How the mission runs, personal data and 2026 prices

The mission fits into half a day for a typical site, a full day for a multi-site group visited back to back or for a dealership with showroom, workshop, body shop and yard. It starts with a briefing with the workshop manager or the QHSE lead : the list of structures to cover, a slot compatible with trading — a yard overflight is scheduled early morning or over the break, never in the middle of customer reception — areas barred from close overflight (a booth in a bake cycle, an electric vehicle charging bay, an unloading operation in progress), vehicle and driver movements, a take-off point clear of the lanes. The flight then runs a high-overlap vertical photogrammetric survey for the orthophoto and footprint plan, obliques over the ducts, smoke vents and outdoor storage, and, where included, a thermal pass — whose validity depends on precise conditions of season, time of day and weather. The deliverable pairs the georeferenced orthophoto with a photographic report indexed point by point and, where relevant, the vehicle count and an annotated thermal sheet.

Two precautions frame this kind of mission. On the airspace side, a garage or body shop almost always sits in a business park or urban fabric, sometimes under an airspace constraint tied to an aerodrome or a military airfield : the zone is checked on Géoportail before any quote, and the site manager's agreement conditions the flight just as much as the aeronautical one. On the data side, imagery of a vehicle yard contains number plates, identifiable customer vehicles and, out in the yard, staff : blurring these is required as soon as images leave the operator's own circle, and informing staff beforehand — including consulting employee representatives ahead of a recurring campaign — is the rule, since regular overflight of workstations must never become a tool of individual monitoring. Finally, require the contractor to hold up-to-date aerial liability insurance and a valid operator registration : on a classified installation that is a non-negotiable prerequisite, and the prevention plan is settled before the flight, not on the day.

A reminder of what the service does not cover, because that is what separates a useful report from a misleading one : it measures no VOC emissions and says nothing about painters' exposure ; it amounts to neither a statutory ICPE periodic check, nor a functional smoke control test, nor a periodic inspection of electrical installations, nor a roof waterproofing test, nor a structural assessment of the frame ; it replaces neither the analysis at the oil separator outlet nor an ultrasonic audit of the compressed air network. What it produces is a dated, complete and repeatable record of the outward condition of a building and a yard nobody otherwise sees in full. 2026 prices (excl. VAT) : €400 to €800 for an orthophoto and photographic report of the workshop roof on a typical site ; €300 to €600 for a targeted inspection of the extraction ducts and their roof outlets alone ; €900 to €1,800 for a full campaign combining roof and rooflights, ducting, a thermal pass over the utilities and outdoor cabinets, a survey of the yard, wash bays and outdoor storage, and a vehicle count ; €250 to €500 per visit for recurring monitoring on the same flight plan, discounted on a multi-site commitment. A travel charge applies beyond a 30 to 50 km radius. Frequently asked questions

Does our paint booth fall under heading 2930 or heading 2940?

Under 2930, in principle, as soon as it applies paint to motor vehicles and engines. It is written into the wording of 2940 itself, which covers coating applied "on any medium" but expressly excludes installations whose activities are classified under 2930, alongside around fifteen other headings. A body shop is therefore classified under limb 2 of heading 2930, on the maximum quantity of product liable to be used per day. Heading 2940 remains relevant for painting a medium that is not a motor vehicle — metal furniture, joinery, industrial parts — carried out on the same site under a separate entity. Where there is doubt, your regional environmental inspectorate decides, not a flight contractor.

Can a drone measure VOCs at the paint booth outlet?

No. Atmospheric emissions from a classified installation are measured at the discharge point, using standardised methods, at the sampling ports provided for that purpose and by a competent body : that measurement, and only that one, counts before the inspectorate. The drone supplies the picture — the state of the duct shell, corrosion at the flanges, a fouled cowl, the condition of the supports, the tidiness of the roof around the outlet — not a value in milligrams per cubic metre. Nor does it measure painters' exposure inside the building, which is a matter for workplace air monitoring and personal sampling.

Does drone thermography detect compressed air leaks?

Not directly, and that deserves saying plainly. A compressed air leak produces no usable thermal signature : the reference detection method is ultrasonic, at ground level, with a hand-held leak detector run along the headers and hoses. What an onboard thermal camera genuinely sees at a workshop is a fouled compressor dry cooler or condenser, an outdoor cabinet or enclosure running abnormally hot, the booth's supply and bake air handling unit, and insulation defects in the envelope. It is useful and complementary — it is not a compressed air audit.
