Wolf, bear, lynx and livestock: what a thermal drone brings after an attack, and what it does not replace

4,441 wolf attacks and 12,927 animals killed or injured in France in 2025, up 15% year on year: predation remains an operational reality for sheep and cattle farmers in affected areas, far from a purely political debate. The day after a suspected attack, the first problem is often very concrete: finding, across a mountain pasture of several hundred hectares cut by ravines and tree lines, the animals that scattered from the flock and any carcasses, before the reporting window closes. Here is what a thermal drone brings at that exact moment, what it does not replace, and why drone-based hazing is not a free-for-all under French law.

After an attack: finding scattered animals and carcasses before the official assessment

A predator attack on a flock at mountain pasture almost never stops at the animals found dead on the spot in the morning: driven by panic, part of the flock scatters into surrounding ravines, woodland edges or rocky ground, sometimes for several kilometres. A shepherd or farmer who discovers the attack then has two tasks to run in parallel under time pressure: gather the survivors before a further incident occurs, and locate dead or injured animals to document the real scale of the damage — a pasture that is hard to reach on foot can hide a carcass for several days.

This is exactly the kind of detection where a thermal-camera drone changes the timescale. A study by Julian Rietz and co-authors, published in 2023 in Transboundary and Emerging Diseases, tested aerial thermal carcass detection across 379 flyovers of 42 wild boar carcasses at different stages of decomposition: heat given off by microbial activity and maggots stays detectable as long as the gap with air temperature exceeds roughly 6.4 °C, even several days after death, but the detection probability drops below 25% in dense forest with closed canopy (see the study on Google Scholar). Applied to a domestic flock: over the open pasture and tree lines typical of mountain grazing land, a thermal flyover covers in half an hour a zone a team on foot would take a day to comb, with a success rate that drops sharply once the terrain turns wooded and rugged — a factor to plan around, not a guarantee of finding everything.

The official damage report: what a drone has no power to replace

Finding an animal faster does not exempt anyone from the procedure: if predation is suspected, the farmer must contact the local territorial administration (DDT or DDTM) without delay, which assigns a qualified officer — usually from the French biodiversity agency (OFB), or a national park officer within its boundaries — to carry out the official damage report on site. This contact must happen within 72 hours at the latest of discovering the damage, or the case risks being weakened. It is this on-site, contradictory report, and only that report, which officially decides whether the wolf, bear or lynx is held responsible and unlocks compensation: a drone flight, however well documented, does not stand in for it.

Compensation itself is governed by decree n° 2019-722 of 9 July 2019, recently amended by decree n° 2026-128 of 24 February 2026: this text clarifies how the protection measures that condition payment are verified, and adds an exception for wolf "colonisation front" zones where the coordinating prefect formally recognises, by order, that putting those protections in place is especially difficult given how the flock is managed. Drone hazing: a regulated practice, not a free-for-all

Faced with a predator approaching a flock, using a drone to scare it off is an intuitive idea — and one that has been tested. A study by Dustin Ranglack and co-authors, published in 2024 in Global Ecology and Conservation, describes a nightly drone patrol (fitted with a spotlight and speaker) run in the Klamath Basin, Oregon, on a cattle herd repeatedly attacked by the same pack: the predation rate fell from 0.55 attacks per night (11 cattle killed over 20 nights, before the programme) to 0.024 per night (2 cattle killed over 85 nights, after deployment) — (see the study on Google Scholar). The result is striking, but it describes a professional, repeated protocol — a dedicated crew patrolling every night for weeks — not a single flight the moment a predator is spotted.

Under French law, the order of 21 February 2024 setting the conditions for exemptions to the ban on killing wolves precisely lists the hazing methods that can be used without prior authorisation, outside national park core zones and nature reserves: non-lethal shots, and hazing by olfactory, visual or sound means. Drones are not on that list: using one for this purpose falls under "any other means", which requires prior authorisation from the departmental prefect. One documented case shows why that caution is not merely administrative: an uncoordinated drone flight over a flock on alpine pasture triggered a panic that sent several sheep falling to their deaths from a steep slope, prompting a shepherd to later call for an outright ban on drone flights over flocks at mountain pasture. A poorly handled drone near animals already on edge can, on certain terrain, do more harm than the predator it is meant to drive off.

Night flight, mountains, a protected species: the framework to check before take-off

Beyond hazing, any post-attack search mission flown early in the morning or at night — the windows with the best thermal contrast, and when a prowling predator is most active — falls under night-flight rules, covered in our guide to night flying and drone regulation: outside standard scenarios, this usually requires a prefectoral waiver. One last point deserves to be clear: the wolf, bear and lynx are protected species, and the general principle against intentional disturbance applies regardless of the tool used. A drone deliberately flown over a wild animal to observe or track it — beyond the regulated hazing case covered above — falls outside an ordinary agricultural mission and should remain a decision taken with the support of state services (DDT, OFB) rather than an individual call made on the ground.
